Could be they are:
1.) Testing with a number of ideas and using the feedback to finalize
2.) Tags will differ depending on the app and/or device. Bigger device provides more room for a bigger tag
3.) They have to take the whole international community into consideration.
This is a challenge. If you put words into the tags it's easily understood in one language, but then you have to translate it and have images for every other language. Not a huge deal, but more work/cost
If you use purely symbols, people might not recognize them.
What is incredible is anyone will be able to just touch and drag one of these tags onto the screen where every they want. That's what Rory said last year and that is what it looks like they designed.
Trying to make something as simple as possible is difficult. Apple did it. Microsoft didn't. That's why one in big in the phone space and the other isn't. Simple wins every time.
