According to Kyle last week, this gives them permission for FULL recovery WITH the company KEEPING 80% of the stuff found. It is worded weird, but he said this is a new way of saying it and there will be no need for another permit.

We all appreciate your concern for EXPL, but we're probably in the best financial shape we've ever been in. Treasure is hitting the books, sites have increased through new partnerships, and we have the AUV.
For some reason we need to please investment banks not toxic financiers or other trash, so it appears we're moving to another venue. Yeah it sucks there is no market for the stock but we don't rely on board posters or other promotion to make up stories about permits and treasure. The OTC isn't the place for legit companies.
