MMEX-scam's only "business" is selling shares.
MMEX-scam can't, and won't "do this," unless by "this" you mean selling shares, and generating losses.
If the MMEX-scam imaginary "refinery" were ever funded, and built, it would fail in less than a year, having generated only a few temporary jobs. MMEX-scam's stranded, isolated inland location, distant from any crude or refined products transmission pipelines is of no value to any legitimate business. There is no value (and no reason) to fund a facility like MMEX-scam's proposed Phase I, or Phase II projects based on scale, limited production capability, and inability to generate any directly marketable products.
MMEX-scam is at best a hopeful fantasy for the uninformed, a lottery ticket for the degenerate gambler, and a "watering hole" that attracts prey for the predators.
