Refurbishing? What are they doing, painting it?
New border wall, Santa Teresa, New Mexico, by drone.
The drone is on the U.S. side.
You can see the piles of new fencing.
At the 2:50 mark you can see the old fence that was a 3 ft. high vehicle barrier.
