I guess so as they make more than half the world's solar panels - largely for export to sucker countries like the US - while they go on being not only the world's largest GHG emitter but also responsible for most of the GHG emission growth (for those of you who believe GHGs are a problem).
China produces fully half the world's coal supply. As for "clean energy," as I noted yesterday, China has more new coal generation capacity under construction than the US has total, and that's on top of the already 4X US coal generation capacity they currently have in place. Obviously China understands the value of utilizing the natural resources they have available.
