You're both completely right, but remember that go

Until they have indisputable clinical proof from fully accredited government facilities, they don't care if 99% of the most prestigious research centers in the world are singing the praises of how good something is for you.
How much CBD a person gets from normal doses of THC from MJ usage is known to be much lower than high doses of high quality CBD supplements.
While there is a tremendous amount of research that has been and still is being done on the ingestion of CBD and the fantastic health benefits revealed from it, government agencies are still not about to approve the use of more concentrated, higher doses.
They need the CYA confirmation of fully government accredited labs signing off on it as being low or no risk, even if not immediately pursuing the testing so far as to determine long or even short term health benefits which is much more costly to do.
They don't take it that far with supplements, even most vitamins. I take one called Trans-Resveratrol with added polyphenols. Very prestigious but independent research has determined it to be one of the most potent antioxidants ever discovered and isolated and extremely beneficial to one's overall immune health, but on the label is the old CYA statement: "These statements have not been evaluated by the Food and Drug Administration. This product is not intended to diagnose, treat, cure, or prevent any disease".
Well, it's been determined by many of the best research groups in the world to be one of the best disease preventing supplements you can take, but it could be quite a wait to get the FDA's stamp of approval. They simply won't hurry to subsidize clinical research on most of those non-patentable preventative supplements because there's not much capital pushing for it like there are with patentable drugs.
CBD is definitely not in the same boat with most non-patentable supplements. We're talking billions hanging on full CBD approval, so it should be no surprise that the research is already underway in those government accredited laboratories. It won't be long and the green lights will be shining bright in the U.S. and Canada.
