... The article, The Dangers of Driving While Distracted, is a comprehensive look at the rise in distracted driving fatalities and what can be done by everyone – drivers, automakers, tech companies and policymakers — to prevent it, since there is more than enough blame to go around.
..Add to that the confusing and complex controls in cars that Consumer Reports’ testers are seeing more and more.
..Friedman said they want to bring together that testing expertise, the policy work and the journalism side “to help increase our focus” on distracted driving and other traffic safety issues to push automakers and help consumers on a broad array of these issues.
..“You always hear the statistic that 94% of crashes are due to human error,” he said. “That’s true.”
But there are two sides to that story. While drivers have to be educated about how to avoid making those errors, cars have to do a better job of protecting people, he said

..With demand surging for technology in vehicles, automakers recognize the need to deliver features that allow drivers to more safely interact with incoming calls and texts — without touching or looking at their phones.
..Ford’s SYNC operating system, for example, sends texts dictated by the driver and reads incoming texts aloud; its MyKey feature allows parents to block calls and texts when teens are driving. GM is reportedly developing eye-tracking technology that can detect when drivers glance away at a text. Earlier this year, BMW unveiled plans for gesture controls that will allow drivers to point at the vehicle’s navigation screen to take a call.

Auto makers most certainly want a safety feature built in cars GM and Ford flawed started, others will follow.
As far as Gov controls since 2012 more features are built into cars didn’t go to well. So best bet as I see it insurance and Auto or as CEO is doing retail level at the dealer.
