If they got that far, they had to cost it out first.
If they had to cost it out, they had to know what manufacture process to use.
If they had a manufacture process, they knew what QD they will use.
If they know what QD they will use, they tested it well.
Testing could involve NREL at any stage, or the Indian equivalent of NREL or NIST.

My point is, QDSC was the original purpose of Solterra 10 years ago and have thought it all out. Dr. Jabbour was a co-founder and I strongly suspect he will be involved in this project.
QMC will be in a much stronger position to license their solar QD and printing technology if they build out and put into production the first plant. That would be the first and main goal. Thats where there focus should be. Solar is in progress. Assam took a gamble to get the whole package QMC offers. We do not know what level of proof of concept QMC offered.
That said, a solar plant under construction could be a pretty good selling tool to others who may have inquired - other Indian States, or Large Companies, other Countries. It's not a large investment compared to Silicon Panel plants, and QDSC is inherently scale-able without high additional investment.
QMC might eventually 'franchise' cookie-cutter solar factories just like McDonalds does burger joints. The deal with Assam set the price, so negotiation could be a lot easier.
