Anyone can easily visit eia.gov, and use the plethora of analytic resources there to get a better understanding of not only the refining sub-sector, but the whole energy sector. Beyond that, there are substantive technical, financial, and market resources in the private sector.
There is definitively no need for a new PADD III inland refinery. If there were, a legitimate company (not MMEX) would either have already built one, or be in the process of completing one. The three existing Permian area PADD III inland refiners can already over-supply local markets.
A teapot, small-scale 10K BPD nameplate topping unit like what MMEX proposes serves absolutely no market need. It could not produce a single drop of directly marketable product. At 10K BPD nameplate, it is insignificant in terms of Permian off-take/consumption capacity. Those are all facts. The talk of MMEX's Phase II is beyond laughable, and the proposal is flawed from top to bottom, side to side. MMEX is a joke (on retail "investors", a share-selling scam... nothing more.
