Inland regional refineries serve the local markets. In PADD III inland, these include HollyFrontier in Artesia, Alon/Delek in Big Spring, and Andeavor/Western in El Paso (there are five total, but these three cover the region in which MMEX would compete, if it were a legitimate business).
These refineries have adequate capacity, and infrastructure to serve the local market, as well as produce a surplus of refined products that move out of the region (by pipeline), including into Northern Mexico.
The remainder of the Permian crude needs to move to the PADD III coastal refineries, which have more capacity, export infrastructure, and access to markets. Anyone (other than MMEX) understands this.
