Let's not forget that the collapse of the Soviet Union created many millionaires and a lot of billionaires and they had money to invest and spend.
According to Forbes there were 96 Russian billionaires or oligarchs in 2017.

Remember Dmitry Rybolovlev, the oligarch who bought Trump's Palm Beach mansion? Well he also bought Keibardo da Vinci's "Salvator Mundi" for $127.5 MILLION so $95 million for a mansion was nothing! He also bought a soccer club in Monaco.
Rybolovlev sold his Russian fertilizer companies for a total of $7.5 billion in 2010 and 2011, pulling out of Russia entirely. Bloomberg Billionaires estimates his net worth at $10.5 billion, and this vast fortune appears to be held in the West, including $2.7 billion worth of art and real estate.

(Many Russians invested in real estate in the West as a means of moving assests out of Russia.
