House Judiciary Chairman: DOJ Inspector General Investigating Carter Page FISA Warrants

Rep. Robert Goodlatte is chairman of the House Judiciary Committee and will retire in early January when the new Congress is sworn in.

(Dec. 20, 2018) — On Thursday night’s edition of “Hannity,” Rep. Bob Goodlatte, who chairs the House Judiciary Committee until early next month, said that Justice Department Inspector General Michael Horowitz is currently investigating issues surrounding four FISA warrants obtained between 2016 and 2017 on former Trump campaign informal adviser Carter Page.

The FBI and DOJ applied for and received four successive warrants on Page beginning in October 2016 through June 2017, maintaining Page under government surveillance for a full year. For nearly two years, Goodlatte’s committee, as well as the House Intelligence and Oversight Committees, have been attempting to discover why the FBI believed it needed to conduct surveillance on Page.

Earlier this year, Intelligence Committee Chairman Devin Nunes said that despite petitioning the DOJ on multiple occasions, including by formal subpoena, for the information, he had seen no evidence of “intelligence” justifying the FBI’s opening of a counterintelligence probe into the Trump campaign.

Nunes has claimed that there was “FISA abuse” committed by the government against American citizens, while many Democrats say no abuse of the process took place.

In June Horowitz issued a 568-page report concluding that there was misconduct in 2016 on the part of the FBI, including the exchange of politically-charged text messages between former FBI counterintelligence unit second-in-command Peter Strzok and his then-colleague and paramour, FBI Counsel Lisa Page.

Lisa Page and Carter Page are not related, according to media reports. Lisa Page and Strzok showed strong anti-Trump bias, with Strzok at one point assuring Page that he would “stop” Trump from taking office if he were elected in 2016.

Carter Page was never charged with a crime.

Beginning in late fall, former Trump campaign adviser George Papadopoulos, who, like Carter Page, worked in the area of energy, claimed he, too, was the subject of a 2016 FISA warrant, along with Page and two others then associated with Donald Trump’s campaign. Papadopoulos’s claim has not been affirmed by any member of Congress, although Papadopoulos has suggested that proof of his claim exists within 20+/- pages of classified documents redacted from the FBI’s release of Carter Page’s FISA warrant applications.

At the time of the applications, FBI and DOJ officials did not inform the Foreign Intelligence Surveillance Court (FISC) that the basis of their requests, the Trump-Russia “dossier” compiled by former MI6 agent Christopher Steele, was commissioned as opposition research by the Hillary Clinton campaign and DNC.

In January 2017, Horowitz announced that his office would open a probe into allegations of FBI and DOJ misconduct in the months leading up to the 2016 presidential election. In his “Hannity” appearance, Goodlatte did not indicate when Horowitz might issue a report on the Carter Page FISA warrants.
