Mr. Reddy didn't sell because there is no way he could have unloaded 9.3 million shares,(this is one reason he didn't sell) however he could have sold enough to get his original investment back. Which it appears he did not. I have no doubt he believes in this company. I think he was included as a board member so he could be awarded shares, possibly to keep him happy as a result of the RS. Totally speculative, I understand.

These things will happen next:

My point is that something has to happen first which will enable us to do the offering. SP increase, RS, or AS increase.
