Does this mean we may need to another 6 to 12 months ?
It could take each individual state "years" to comply with Federal Law as each state may still need to place this on a Ballot.
The USA is a Union of 50 States wherein each State still has their own laws, rules and regulations and to make changes, very often these changes need to be voted on by the voters.
