It's called Federalism. The TVA didn't do anything for people outside of the SE, neither did the Boulder Dam impact people not in the SW.
Each leg of the National Hwy system in and around major cities was primarily for those cities benefits. If you didn't drive them, was it a waste of taxpayer money?
The redistribution of taxes from the high GDP States to the poorer States? Same deal.
Selling the 'wall' as security is childish.
