NR will take legit bids and make them the UC ask
NR will take legit ask hits and short them to reset the clock on a *trade* with another CE (colluding entity)
NR will block legit ask hits and abusively short as needed (@ ask or @ bid)

as i've noted numerous times via this venue .. this is math
using the manipulated PPS range of 60c to 70c ..

cut that in half .. that manipulated round would be 30c to 35c
cut that in half .. next manipulated round would be 15c to 175c
cut that in half .. (currently trying to be undertaken) .. 075c to 095c
and so it goes .. if able to .. NR will break 5c because some CEs' (brokerage firms) will not allow buys (only sells) on any equity that falls below (10c/5c/1c)

NR never covers one second b4 they are forced to do so .. they are UPSIDE DOWN on IPIX

there are usually only two ways retail investors (not traders/crews/embeds) will sell .. take a stock low enough .. or take it high enough .. it's been 4 years since IPIX (CTIX) hit its *high* of $4.96
