Being an MMEX supporter must very difficult - most seem to have no understanding of things, and have very bad luck in thinking.
The county only has responsibility for the county road, in this case Texas Gulf Plant Road.
TXDOT has responsibility for FM 1053, aka Imperial Highway...
The only authority to grant tax abatement lies with the school district - they can potentially provide Ch. 313 "relief" to MMEX...
Texas Government Code precludes any direct investment in MMEX, or financial "assistance."
So few possibilities...
