I think the reason for the additional license agreement and amended 8-K was because Amtronics CC is not incorporated in India.
Therefore, to do "business" in India and enter into the JV with AMTRON, Amtronics LLC was formed and will be incorporated in India. This then required QMC to license the QD manufacturing and QDSC to the new LLC, since they will do the actual manufacturing under the Qamronics India PVT joint venture with AMTRON.
As part of the JV, AMTRON also needed to be part of a license agreement.
If the additional license agreement signed on 11/23 was not just an expansion of the original 11/19 agreement and was a new deal with more money, then a new 8-K would have been due on 11/29 rather than being able to wait until Dec. 12 to issue an amended 8-K.
