I must take issue with some statements in that Article you posted.
The U.S. Government are hit Millions of times a day according to DHS, This is likely to be true of Major Corporations, especially ones dealing with DOD Contracts.
Similar to if you place a Sugar Cube on the Ground, an Army of ants will go after it even if you surround it with a firewall of Ant Killer.
The premise of not having Penalties for companies that are breached, is insane. It's Human Nature if there are no penalties, people will not give a damn and continue what they have been doing until they get Hacked.
The Example of a Bank Robbery is absurde comparing it to Cyber Attacks. It's only money, which is replaced by the bank, or if need be insured by the FDIC as it relates to Your Account upto $250K
When a Cyber Breach happens it's their Customers Private Data that has been stolen and now available on the Dark Web.
In the case of a Large Corporation 500,000,000 Customers or more have been affected.
I do agree that the U.S. Government should take an Active Role in working with Companies if nothing else having a Government Website with the latest and greatest preventive measures.
Just as homeowners pay to have Fire Insurance, or a Termite Protection, Businesses need to have Cyber Security Insurance in case attacked.
Here the first priority is protect yourself first ! Which the government is doing, look no further than A.J. Gallagher/360 which is capitalizing on it.
