If so, they could have a very high degree of confidence in an ETA for the product due to what they've observed to be the average ETA over that period of time with any or all first-time technicalities well behind them.
Even in the U.S. they've had to deal with logistical issues and make changes to vendors, supply houses and distributors. As time goes on, things will normally "plane out" as they work through issues. There will always be issues.
That's just part of doing business, but it's different just starting out as there are many challenges to overcome, and new business relationships are a big part of that.
