Your claim is hair-splitting, semantic. The S-3 will be accepted, and the registration is in effect a done deal, unless your claim is that MMEX submitted a fraudulent filing.
MMEX retail "investors" are being crammed down by more than 19-million shares. The exact date of the cram-down is immaterial, and it will take some time for MMEX's toxic lenders to liquidate, given MMEX's pathetic volumes.

They're not registered yet. If you look closer you will notice there are no dates entered as of yet. It has to go through FINRA approval.
