All con-men, even mediocre con-men like Mad J. understand the concept of spend a dime to make a dollar.
The entire charade, from flagpole to dirt pushing is just that collection of cheap props, designed to mislead clueless retail "investors" into buying into the MMEX share-selling scheme.
The OTC is filled with this kind of nonsense - groundbreaking "ceremonies" held without having first secured project financing... dirt-pushing, and so on. Just going through the motions.
