People will try to evade detection and prosecution for all manner of civil and criminal matters. No serious person argues that investigations should not proceed.
If there were no murder investigations there would be no defendants perjuring themselves or obstructing justice.
And 'process crime' is not a legal term. Obstruction of justice and perjury are crimes. period.
