You probably won't know for 60 days whether it can be confirmed that DE payment happened or not. Obviously the updating of DE Secretary of State website will be the proof. IF On4 returns to Good Standing OR you can no longer find On4's name on the delinquent list then that would be proof enough for me.
I would expect a lag of a few days between SB's payment to DE and DE posting the payment IF that ever happens.
Given SB's track record with dates I would expect payment on 12/28 or 12/31 IF he really is paying off the debt. The annual filing, which last year happened in 1/31 SHOULD disclose payment of DE IF in fact it was paid, under Subsequent Events.
