For context, the TCEQ Type O AQP application MMEX filed, and which was approved, fully documents MMEX’s Phase I system, including the forgotten desalter. This document is public record, easily obtainable for anyone with minimal effort.
That application document contains the Phase I process flow diagrams, which accurately demonstrate what MMEX might produce in Phase I, if anything were ever financed, and implemented (not to worry, because that won’t happen).
The MMEX proposed Phase I topping unit produces four streams; ATB (tank bottoms, or resid), AGO, or straight-run diesel, LGO, or straight-run naphtha, and waste, including various gasses, VOC, and contaminated water.
None of the three intermediate streams have any direct market - ATB, AGO, and LGO all require further refining, and have almost zero value in the form that MMEX’s rudimentary topping unit might produce.
You clearly have absolutely no idea of what you’re talking about on the basis of this claim:

Fracking fluid is water-based. Any fluid containing hydrocarbon would require a special UIC from the Texas Railroad Commission, and no operator uses “diesel-based” frack fluid. HOBM in almost all cases uses soy-based oils, because of reduced toxicity, ease in handling, cost, and permitting - so diesel-based HOBM is on the way out, at best. So your claim is made wholly in ignorance.
Further, anyone with even the tiniest bit of sector knowledge understands that a rudimentary crude unit would never be able to operate at break-even, let along net positive margin. So under the best of circumstances, MMEX would never generate any revenue.
