There is no question that Comey has called both of them because they interacted with Trump during the period under investigation.
Both DID testify before Congress. GOP majority committees. Any charges against them? Nope.
Mueller has already secured indictments, plea deals and convictions for speak volumes. Its a common strategy to work from the outside of the circle inward. You HAVE to know that from casual viewing of any crime films or TV shows. It's not complicated.
Mueller is simply crossing the 't's and dotting the 'i's for charges, so that they stick.
