You take a not completed investigation that nonetheless has indictments, convictions and numerous plea deals as failure because you're too damned stupid to know it's not over until it's over.
And you have to be pretty damned naïve to not take Russian interference in the '16 election, as concluded by ALL of the intelligence agencies, together with Putin's EXPRESSED preference for Trump's election, as not evidence of Russian help.
