Anybody can file a lawsuit against anyone else,anytime.At that point,subpoenas can be filed "Willy-Nilly".
I don't know what your Law Skills are but it seems that a welfare "junkie" filing a Protection from Abuse/harassment complaint to get even with a "Snitch-Bitch" they don't like has more "Legal Acumen" than what is available here from "Know-It-Alls "who talk a lot but don't produce.
I don't know "Zdubble17" but if he is willing to take that avenue then I am all for it.
