Speculation based on known facts!
1) AMTRON of Assam India posted photos of meeting with QMC.
2) QMC stated in 10K that they had a signed licensing deal within Asia, but were awaiting initial funding for the deal.
We are speculating that an announcement is imminent when the Government of Assam via AMTRON releases the funds for payment to QMC.
Via search of the Indian government websites, we found that AMTRON was getting a majority of the funding via government grants, therefore they had to meet certain milestones for the project before funds could be released.
