Management/CEO of these penny/subpenny stocks can't control their share price for a lot of reasons. The manipulation (if you want to call it that) comes from so many different places in the OTC and it's so cheap to participate that just about anyone with a small stockpile of cash can affect the share price.
If someone has several million shares and decided to vacate their position today, the stock is going to react negatively. The opposite happens when someone acquires a large position. It's not always MMs being shady, although naked shorting happens daily in the OTC and their is no one to stop it. That's why they are called Market Makers.
