Federal Government funds HAD to be obligated, by law, by midnight 9/30 or turned back into the US Treasury for reallocation in the next FY. What Mark's message means to me is that they were obligated via contracts but have yet to be dispersed to to ACS and Alverez pending test completion by the various Departments and Agencies. After a year's worth of testing they would be testing the interoperability between them. That is the last step to insure there are no comms/cyber out glitches. I am as disappointed as you but understand this process. Consequently, I still believe it will be a very Merry Christmas for SFOR SHs. Wake me up when Santa, aka, Mark Kay comes down the chimney.
