Adobe Captivate is a great tool but it is complete

Adobe Captivate as always been a slide based eLearning type tool or a tool where you could record your desktop and add voice, pointers, etc to it for training. A ton of companies use it for training.

When they are talking about interactive videos, they are talking about pulling a video into your project (project being a bunch of slides that flow like a video).
You got two options when you do that.
Bookmark: You can add bookmarks to indicate points of interest in the video. Bookmarks can be used to mark a specific location to jump to in a video.
Overlay slide: Overlay slides direct a viewer to any location in the project after completing an action in the video.

When you are done with your project, you can publish it as HTML5 (Adobe is phasing out SWF i.e. Flash). What does that mean? It means you are creating a bunch of files. That means the user either runs it through a browser hitting the files off of their hard drive or the files can be published on the web.
BTW, Adobe Captivate (2019 Release) is available now. The 2019 release is just part of the name like Microsoft does when the name a product with next years year in the title.
