Does anyone think that these missed self imposed dates could relate to scheduled phones for Q4 2018 and possibly pushed into 2019?

We also understand the frustration due to several missed, self-imposed deadlines. To the doubters, yes the phones exist, and in fact, they are in the hands of potential distributors and marketing partners. Simultaneously we are working to complete our certifications and to tune the phones for the US markets. Our objective is to complete these efforts as quickly as possible".
