Same motivation the IRS has to collect on outstanding taxes from individuals who don't pay on their personal income taxes imo. IRS will negotiate with debtors on balances that are delinquent although I believe the balance has to be 5K or higher. I would imagine Delaware wants any money they could get at this point. Tax renegotiation companies advertise on the radio all the time.
