Because the engagement with CoreRx to formulate B-OM sachet is most likely part of the BTD filing. That signing of contract was reported in a PR back in July 17. Given some buffer of months between signing of contract and probably also some additional works to produce some working samples of the sachets by CoreRx, I'm not surprise the BTD is filed recently. I think the sachets delivery is crucial for BTD filing.
