Dem Candidate Scott Wallace Member of Secretive Soros Club

Wallace listed as a partner in the Democracy Alliance, the left's biggest dark money network.

A confidential memorandum sent to Rep. Nancy Pelosi in 2013 revealed that Scott Wallace, the wealthy Democratic candidate in Pennsylvania's 1st Congressional district, is a partner in a secretive liberal club that was co-founded by billionaire George Soros .

The memo was sent to Pelosi on Sept. 12, 2013 for a cocktail reception and dinner that took place at the W Hotel in Washington, D.C., during a two-day conference held by the Democracy Alliance, a group of deep-pocketed liberals who help to set the Democratic agenda and have poured more than $500 million into the coffers of approved progressive organizations since its founding in 2005.

Pelosi was the featured speaker at the event. The memo notes that the dinner and the summit was closed to the press and contains a timeline of events along with an "attendees of note" section with top prospects who have never given to the Democratic Congressional Campaign Committee (DCCC).

The memo also contains a full RSVP list that includes Scott Wallace, who is listed as a "partner" in the Democracy Alliance, which attempts to keep its members hidden.


Wallace is now challenging GOP representative Brian Fitzpatrick in Pennsylvania's 1st district.

Partners in the alliance each pay $30,000 in annual dues and vow to steer a minimum of $200,000 to organizations recommended by the network every year. The alliance was initially formed after donors wanted to more aggressively fund liberal organizations and institutions.

In addition to Soros, who cofounded the alliance, other members include billionaire environmentalist Tom Steyer, who is leading the campaign to impeach President Donald Trump, and high-profile Democrats such as Mary Kay Henry, president of the Service Employees International Union (SEIU). The Democracy Alliance had more than 100 partners as of 2014.

The alliance typically holds two summits each year for its members—one in the Spring and the other in the Fall—where the network plans out their next political steps. The conferences are not publicized and feature a heavy security presence.

" Picture this: millionaires and billionaires gather under tight security in fancy hotels with powerful politicians and operatives to plot how their network of secret-money groups can engineer a permanent realignment of American politics ."

"Only it's not the Koch brothers, it's the liberal Democracy Alliance," Politico wrote in describing the group's operations in 2014.

The memo sent to Pelosi for the 2013 Democracy Alliance event was not the only time that Wallace is shown to be attached to the secretive club.

The Democracy Alliance held their fall investment conference at the La Costa Resort in Carlsbad, Calif. The Washington Free Beacon obtained the group's agenda and a number of other documents during the retreat.

One document showed Wallace was a cosponsor alongside Soros for an event on ramping up efforts to fund far-left candidates for district attorney races across the country, which Soros has quietly been doing for years.

Soros and Pelosi were both present at the resort and headlined the summit where they planned out the next steps of the resistance.

Other Democratic politicians on site included Rep. Ben Ray Luján (D., Minn.), the chair of the Democratic Congressional Campaign Committee, Rep. Maxine Waters (D., Calif.), and Pennsylvania Gov. Tom Wolf. Sens. Kamala Harris (D., Calif.) and Amy Klobuchar (D., Minn.) recorded video messages for those in attendance.

David Brock, the liberal operative who runs a constellation of organizations including Media Matters and American Bridge, was also at the retreat.

A handful Democracy Alliance's board members have donated money to Wallace's campaign. Fran Rodgers, Joan Huffer, Keith Mestrich, and Shekar Narasimhan have each given anywhere between $500 and $2,700 to Wallace's campaign.

George Soros added $2,700 and Alex Soros, Soros's son, gave $2,700 to the campaign. Tom Steyer has given Wallace $2,700 in donations.


Wallace, a wealthy philanthropist who ran his family's foundation, the Wallace Global Fund, spent years in South Africa and Maryland prior to moving back to Pennsylvania's 1st congressional district to run for office. Wallace's fund has given millions to radical left-wing groups.

Wallace also told the Wall Street Journal that he last voted in the district he is seeking to represent in 1978.

However, voting records previously obtained by the Free Beacon show that Wallace did not even register in the district until late December 2017 and his first vote was for himself in this year's Democratic primary.

Wallace's campaign did not respond to inquiries on the Democracy Alliance by press time.
