You're right, not every FOIA request becomes a lawsuit, just when the FBI and DOJ LIE about the records and refuse to release the ones requested in the required time.
When the FBI and DOJ refuse to release records, the a LAWSUIT lights a fire under their asses and they are forced to produce the records.
With the FISA applications, they released hundreds of pages that they blacked out!
WHY? What are they hiding?
That's why Trump will order the FISA applications released without the redactions.
