You're exactly right...In my humble opinion...I predict insurance companies will probably start charging higher rates, or just start requiring approved DD systems of some sort for drivers under 21 first...& eventually everyone...& then the states will pass DD laws & the feds will eventually mandate the auto makers...if they don't just voluntarily incorporate them like they did with seat belts, which started out as aftermarket installs, as different states started requiring them in early '60s. John Q Public sales will start in earnest, when the insurance companies start making their moves, out of financial necessity. Anyway...that's my prognostication.
