Since they are privy to private details as to trial results, FDA proceedings, NDA/CDA activities, etc. they are not allowed to purchase stock except for a very, very short window during the year and even then I believe they have to have these transactions set up on a recurring basis (such as the same amount at the same time(s) every year) so that they can't pick and choose when to make a transaction which would lead many to believe they were using inside information.
With the amount insiders own, I personally don't think they have anything to prove to shareholders as to their belief in the company and that they are doing their utmost best to benefit all shareholders of which they are a major player.
