Of course. Why would the company not release good news ahead of milestones to benefit from the rising share price?
My objection was your use of the term 'manipulation'.
IPIX funds research and operations by selling stock. It must periodically issue evidence of progress (such as being invited to present B-UP at a prestigious conference) to maximize efficiency of financing (likely upcoming milestone purchases). These releases also maximize the amount of information that investors have and dispels actual 'manipulation' that is pervasive elsewhere and committed by detractors of the company.
