GREAT FIND HEARTBREAKHITMAN615!!! I'll take a shot at it, until we get ZPaul, R2R & Gold to comment on it later!
It seems like a standard legal disclaimer to cover perhaps military members and government employees which are now using our products as the result of the "in the background, not yet confirmed" government contracts now in place.
It obviously implies to me that such disclaimer is now required as a result of those ghost contracts!
