There are no "secret deals" with ACS or SFOR! I got a PM that indicates some confusion on the part of the writer. I have never (check all my posts) written that SFOR is to be paid from any sort of a Government black budget. The writer's confusion I believe arises from my posting about the Federal Government's Confidentiality Statement signed by contractors and vendors. This is standard operating procedure (SOP) used by DoD contracting officers as I was in the USAF.
