That could be so Wrenchman. However, just from an economic point of view, the United States would be a poor partner. First, there are no laws legalizing cannabis on a national level. Second, cannabis is a class one on the Controlled Substances Act. Third, the tax structure in the United States punishes marijuana as well as alcohol. Canada makes far more sense, and raising capital in Canada is far less expensive.
Now if government contract are in play, then staying in the United States does make sense. I think this is the direction Crockett is aiming for, but that cannot happen right now.
