Thanks for the logical response. How it works is that WeWi or Lockheed Martin would be registered to serve a foreign government with their product. After that and after they are awarded with a contract to serve xxx government the paperwork is filed. Both US and Canadian governments maintain oversite to make sure nothing weird is going on.
For instance, a few years ago Goodyear got jammed up for selling Iran more tires than they was suppose to. The government will step after that and if it’s a continuous issue they will be banned from exporting their goods.
