Just throwing this out there but maybe management is waiting until all the toxic debt has been converted before they start issuing PRs.
It might be better if the market has already absorbed those shares before they issue PRs so there aren't any significant headwinds for the share price.
Who knows but it sure looks like they are executing their business plan and at least have a physical product to market.
