1) there are no hard and fast rules, particularly when it comes to PRs for Pennys. For the big boy stocks, Good news usually right after market closes or right before/soon after market opens (big boy stocks trade at all hours). Bad news often released on a Friday/before a long weekend when less traders are around/active
2) As to Pennies/ANDI- Releasing after hours allows for lots of discussion and "spreading of the word" over-night for maximum "pop" (usually) in the am at the open.
3) Reality is that, IMO, the time of release is not that significant, and usually will only have a "dramatic" affect (up or down) for the day in question- eventually, all news, good or bad spreads and things start to adjust/balance out over the net 24 -48 hours
