Probably all the expense for filings have been made minus the accounting (maybe the accounting expense has been made and paid, but the accounts tactically haven't been filed by $BCAP yet on OTC Markets??).
On the above basis alone, I suspect $BCAP becomes an active ticker again.
As you say, it could be tied to an increase in the A/S, and that would show up on FLSOS before showing up on OTC Markets.
Also as you said, increasing the A/S doesn't mean it needs to be used, but it does allow the option to utilize the spare capacity.
So there are lots of unknowns, and some knowns, and hopefully whatever is happening under the surface at $BCAP will be shown to the world sooner than later.
