(OTC PINK: TXHD; OTC PINK: TXHDD), a cloud-based mobile SMS and RCS marketing platform provider, announces Aspire Consulting Group LLC (“Aspire”) has been awarded a prime contract with the Maryland Health Benefit Exchange (MHBE). Textmunication has a minority stake in Aspire, an IT Services consulting firm located in the Maryland suburbs of Washington, D.C.
Aspire was placed on the multi-award IT Consulting and Technical Support Services Indefinite Delivery, Indefinite Quantity (IDIQ) for a period of three years plus the possibility of two additional option years. The new contract kicks-off in July and presents Aspire its first prime contract vehicle. Aspire was awarded in all 10 Functional Areas:

This contract provides MHBE with the flexibility of obtaining IT resources quickly and efficiently by issuing Task Order Requests for Proposals (TORFP) or Requests for Resumes (RFR) specific to MHBE’s needs. The goal of the MHBE is to make health coverage affordable and more accessible for Marylanders. The agency is responsible for Maryland Health Connection, the state’s health insurance marketplace, under the Patient Protection and Affordable Care Act of 2010 (ACA). MHBE works with Maryland Department of Health, Maryland Insurance Administration, Department of Human Services and stakeholders statewide.
MARYLAND THINK PROGRAM
Aspire was also selected as a subcontractor on the Maryland Total Human-Services Information Network (THINK) Agile SCRUM Team Resources program. MD THINK is a new shared health and human services platform – a system of modular, interconnected components, a common data repository, shared service elements and resources, and mission specific applications capable of supporting multiple programs and missions. Aspire has it first consultant starting on this program this month. The MD THINK Agile Scrum Team Resources program is a three year contract.
