MM's are middle men, their revenue is produced by the volume of their trades. They will sometimes try to move share price or temporarily short a stock to help a large customer fill an order. There is no incentive for them to hold the share price down for any nefarious reasons or for random lengths of time, they are trying to make as many deals as possible.
In the absence of news, good or bad, share price movements are basically random. That's where technical analysis comes in, trying make order out of chaos. If a stock goes down a little or doesn't rise as fast as desired, in the absence of news, it doesn't usually indicate a plot against it.
