It would be easy to invent a solar flashlight. It just would never work when you need it.

George may have a great invention. It's probably very difficult to manufacture. It's economic feasibility is, i'm sure is dependent on energy cost. With this nation gushing natural gas from every orifice energy cost will remain low for years to come.
George could be 20 years early or his product could become obsolete due to cheep energy in the future.
Will the energy picture be different in 20 years? You can count on it. Will we learn to release the tremendous energy in water by separating the hydrogen and oxygen? If so we will have an endless supply of energy. And when it's burned the by-product will be water.
New emission controls will be required if that happens. Water will be tagged as the most corrosive element on the planet. (which it is) It dissolves or corrodes everything it comes in contact with. If inhaled in large quantities it brings death in a few minutes.
If it works it must be regulated.
If it doesn't work, it must be subsidized.
